Child Protection Compact: baseline and endline

Local field partner on two waves: the 2019 baseline under GeoPoll, and the 2021-22 endline under EnCompass.

The Child Protection Compact needed a Jamaican firm that could field a baseline and come back for the endline. The prime contract sat with a lead firm on each wave. Balcostics was the local field partner on both.

In 2019 the client path was GeoPoll, EnCompass and the U.S. State Department's Trafficking in Persons office. We subcontracted to GeoPoll. Interviewers used tablets for most of the work, and some interviews were by phone. We completed about 940 interviews in 6 parishes. We recruited the interviewers, supervised them, ran the tablet fieldwork and made the call-backs the design required. GeoPoll's design set the consent wording, the instrument and the analysis. We followed that design in the field.

The endline ran from December 2021 to February 2022. The client path was EnCompass, USAID and the U.S. State Department's Trafficking in Persons office. We subcontracted to EnCompass. The mode was CAPI in the field. Interviewers worked face to face on tablets, with the same kind of local supervision as the baseline: a team recruited for the survey and managed against the lead firm's instrument. The EnCompass report records 302 community interviews, 101 interviews with the Jamaica Constabulary Force, 130 interviews with other Government of Jamaica respondents, and 69 interviews with leaders.
